The Federal Emergency Management Agency (FEMA) has received a subgrant application for Satsuma Water and
Sewer Board. Pursuant to Executive Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA’s intent to
provide funding for this project under the Hazard Mitigation Grant Program (HMGP).

An initial disaster‐wide Public Notice was published on January 15, 2023 DR-4684. Under the National
Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for
social, economic, historic, environmental, legal, and safety considerations. – Executive Order (EO) 11988 and EO
11990 requires FEMA to consider alternatives – and provide a public notice of any proposed actions in or affecting
floodplains or wetlands. EO 12898 requires FEMA to provide the opportunity for public participation in the planning
process and to consider potential impacts to minority and low-income populations. This notice may also fulfill
requirements under Section 106 of the National Historic Preservation Act (NHPA).

President Biden issued new Executive Orders 13985 and 14008 in January 2021 to further address the need to
achieve environmental justice and equity across the federal government. The issuance of the new executive orders
more than 20 years after Executive Order 12898 was signed indicates the administration’s directive to federal agencies
to renew their energy, effort, resources and attention to environmental justice. FEMA is working with applicants/
subapplicants to identify communities with Environmental Justice concerns and provide an avenue for local groups
and non-profits with an Environmental Justice mission to self-identify so that FEMA Programs can start to work with
them on specific projects from the beginning of the application process.

This notice serves as a project‐ specific final notice for FEMA’s funding action located within a Special Flood
Hazard Area. FEMA has determined the only practicable alternative is to fund the installation of a generator in the
Special Flood Hazard Area prior to the event. Funding for the proposed project will be conditional upon compliance
with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and
conditions. This action complies with the National Flood Insurance Program (NFIP) requirements.

Proposed Work and Purpose: The project will install a 40KW emergency generator adjacent to a lift station to provide
backup power during power interruptions from storms. The generator will be installed to be 1 foot above the base flood
elevation according to the City of Satsuma’s floodplain ordinance.

Project Alternatives:

(1) Relocation of facilities outside of the floodplain – Relocating the facilities would require rerouting sewer main
lines, potentially altering public access to certain properties and disproportionately affecting property owners
as land is seized for the construction of the new route. The damages to the facilities are limited in scope and
the cost of relocation would likely outweigh the cost to repair the damages at current locations. Floodplain
avoidance by relocating the facilities is not a practicable alternative and would adversely impact social or
economic resources for the community

(2) No action alternative – This alternative is not feasible as the generators at the lift stations are necessary to
ensure that sewage is pumped to the Satsuma Wastewater Treatment Plant during power interruptions.

Comments: This will serve as the final public notice regarding the above‐described action funded by the FEMA HMGP
program. Interested persons may submit comments, questions, or request a map of this specific project by writing to the
Federal Emergency Management Agency, Region 4, 3005 Chamblee‐Tucker Road, Atlanta, Georgia 30341, or
by emailing FEMA‐R4EHP@fema.dhs.gov. Comments should be sent in writing with the subject line “HMGP 4684
Satsuma Water and Sewer” at the above addresses within 15 days of the date of this notice.

New Online Payment Portal

The Satsuma Water and Sewer Board is constantly evolving and finding ways to improve your experience as a customer.  One of those ways is the convenience of paying your bill online.  Paying your bill online is not only convenient, but it saves you time by not having to wait in line and a stamp by not having to mail in your payment.  To continue to improve the online bill pay experience, we have changed services and it will look a bit different.  You will still access online bill pay the same as before.  Simply click on the Pay Now button on the home page (as shown below):

If you have bookmarked the old link for easy access to the payment portal, you will need to update that bookmark to the following:

The new system will require you to create a new account if you wish to view your amount due, store payment methods, and view past bills/payments. You also have the option to make a one-time payment. Simply click the Pay Now button on the payment portal screen on the left-hand side as shown below:

(note that you will have to enter the amount due from your paper bill if you choose to pay without logging in)

If you wish to create an account, you will need your customer number and four digit PIN that is found on your bill. Once you have this information, click on the Sign Up Now! button on the page and enter the required information:

Once you have entered all of the required information, click the Create My Account button at the bottom:

After completing the sign up process, you should be automatically logged in the first time. Once there, click on the Pay Now button on the left-hand side of the screen to pay your current bill:

You can do other things such as setup auto pay, view payment history, add payment methods so you can make a payment with a single click, as well as sign up for payment reminders so you don’t forget to pay your bill on time.

If are not comfortable using either one of those methods, you can always call the toll-free number to make a payment over the phone (1-866-907-7085).
